Establishing A Federation
In December 1919 a majority of the sub-committee reported in favour of the establishment of a Railway Police Federation. It was, however, the following September before the pay question was settled. The scheme, based on railway conditions and backdated to January, was on the face of it generous with constables starting at 75 shillings a week
The snag was that it was linked to the official cost of living which was to fall dramatically. During the following two-year period the starting rate had fallen to 61 shillings a week
