Copies of today's Daily Telegraph contain a 'leaked' letter from the Home Secretary to the Chancellor Alistair Darling accepting the 2.5% pay award but refusing to backdate the award to the 1st September 2007.

This would produce in effect an award of 1.9%, which is totally unacceptable.

We await official confirmation of the Home Secretary's decision.
