Our Position and Views

  1. We must re-negotiate the items itemized by Force but not whilst pay is withheld.

  2. We believe their position is immoral and goes against all normal negotiation procedures.

  3. We recognize the Police Reform package is not being funded for our Force by the Home Office, but we understand a budget has already been put aside for its payment. The Reform Package if managed properly also provides considerable savings for the Force that offset some of the costs.

  4. We view the withholding of pay as an attempt to breach our parity agreement. This view is further strengthened by the draft terms of reference the Force wish to put before A.C.A.S. which clearly seeks to break our parity agreement.

  5. The present Redundancy and Resettlement Agreement provides valuable protection for officers: Due to the national nature of the Force and the history of post closures protection is needed. Are the recommendations in the Roland Berger Report really dead and buried?

  6. In last years attempted merger of London Underground and the Metropolitan Police this agreement was seen as a major protection which helped at that time to keep the Force intact.

Is the real reason for the desperate attempts to re-negotiate this agreement a future merger?

Notwithstanding the above we are prepared to re-negotiate this agreement. The Force intention to have a two tier pay structure is clearly unworkable, divisive and devalues the loyalty of existing officers. If legal advice is positive we will challenge this decision by way of an injunction at the High Court.

  7. We believe the Police Committee will use this tactic in the future if not challenged robustly.
